The following is a list of candidate forums for the candidates for the 4 contested Ward Councilor seats that we have been made aware of. Candidates were given a deadline of July 10 to schedule their Candidate Profile video, if there is no video that means that they either missed the deadline or declined to film.

Ward 2 was the only race where there were any eliminations from the Final Election. Candidates Peter Grocki & Christopher Magrane did not advance.

4 of the 7 wards have councilors running for re-election, councilors of Wards 4, 6, & 7 are running unopposed.  All candidates we have listed below will advance to the Final Election. In order of each ward in the city, with candidates in alphabetical order:



Incumbent Wayne A. Lozzi was elected as Ward 1’s representative on the Lynn City Council in 2003, and is running for re-election in November 2017. A life-long resident of Lynn, Wayne attended Lynn Public Schools, earned an Associate’s Degree from North Shore Community College and a Bachelor’s Degree with a concentration in Environmental Studies from Bentley College.

He has worked as an Environmental Analyst with the Massachusetts Department of Environmental Protection for nearly 30 years, and spent almost a decade working for the City of Lynn in various capacities. Wayne and his wife Kathy (Bresnahan) live on Den Quarry Road with their two youngest children.

William F O’Shea III is a life long resident of Lynn. Bill Resides at 37 Laddhill Rd Lynn with his wife Debbie, Son Emmett and Daughter Caitlyn. Bill is a graduate of St Mary’s High School , St Michael’s College and New England School of Law. He has Practiced Law with and office in Downtown Lynn for the past 27 Years.

Bill Has Coached Hockey, Baseball and Softball for the Last 12 Years and now that his children are grown he wishes to dedicate his time to the Lynn City Council and Ward 1. Bill wants to be your Voice, on issues from the Hospital and Schools in Ward 1 to the Budget crisis and Public Safety underfunding in the City of Lynn.

Gina O’Toole and her husband Mark have owned their home in Lynn’s Fay estate neighborhood since 1993. She is currently an employee of the Lynn Public Schools. If elected, in accordance with the city charter, Gina will take a leave of absence from her job and this will allow her to be your full time Ward 2 councilor.

Rick Starbard is a lifelong Lynn resident & has been a local business owner for 34 years. He was a Lynn Teacher for 14 years and served on the Lynn School Committee for 6 years.

Rick is a board member at the following organizations:
City of Lynn Economic Development and Industrial Corporation (EDIC), Lynn Youth Street Outreach Advocacy (LYSAO), Lynn Area Chamber of Commerce, Lynn Vocational Technical Alumni Association, Lynn Tech Advisory, Alliance of Automotive Service Providers of Mass. Auto Damage Appraisers Licensing Board, Grace United Methodist Church Trustees.

Marven Hyppolite grew up in in Lynn, graduating from Lynn Classical before attending UMass Dartmouth, where he was elected Student Body President. As a federal caseworker with the office of Congressman Seth Moulton, he holds government accountable to those it serves every day. He is dedicated to bringing his skills in community organizing and government advocacy to creating a more inclusive, compassionate Lynn.
